He is a Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), and Certified Commercial Contracts Manager (CCCM) from the National Contracts Management Association (NCMA) based in Ashburn, VA (USA).

He holds a Master of Laws (LL.M.) from Chicago-Kent College of Law, an MBA from KC College of Management (Mumbai), a Bachelor of Law (LL.B.) from the University of Mumbai, and a Bachelor of Science (Chemistry) from the University of Mumbai.

He has an extensive background working in commercial, international, and government entities. He has over 25+ years of experience in compliance, contract management, vendor management, time management, and project management. He has worked for major Oil and Gas companies, such as Shell, Apache, and ConocoPhillips in the international and commercial sector (legal department). He has a proven track record of drafting, reviewing, and managing a caseload of USD 35B. He has managed a caseload of 18,000 cases and worked as a lead enforcement specialist for the Office of the Attorney General (OAG) of Texas, receiving multiple Achievement Awards for excellence, negotiating lump sum collections, and outstanding performance at OAG.

Currently, he is working with major US Prime Contractors in both the domestic US and international arenas, enforcing contracts for the Department of Defense (DOD), Department of State, Department of Energy, and Department of Veterans Affairs, among others, in Compliance with FAR/DFAR/ARRARS, etc. He is also working with multiple small businesses to pursue US FED Govt contracts in the US and international (US contracts). He specializes in U.S. aerospace and Defense contracts and compliance issues, including CAAP, NDAA, FCPA, and the Procurement Integrity Act, among others.

Before migrating to the US, Khalil worked with his father as an Attorney at Majumdar & Partners (Solicitors), where his father was a founding partner alongside Mr. Majumdar and Mr. Hirani.
